The page you linked reads: "On June 25, 2010, the Bureau of Industry and
Security revised the encryption provisions of the Export Administration
Regulations
<https://www.bis.doc.gov/index.php/regulations/export-administration-regulations-ear>
(EAR). These revisions removed many items from control as encryption items."

Is that what you are referring to, that the export regulations changed in
2010, and that there are now more exceptions than there were 6 years ago?
Or are you referring to a more recent change?
