The difficult issue for international companies involves rules for
all nations. With 192 nations in the UN sharing of secrets becomes
a tangle. Within each of these 192 is a long list of interested
parties...
In the USA we have 50 state governments, the CIA, the FBI, DHS and
more like the state department. This is a thousand parties on one
side and hundreds of companies and application vendors on the other side.
Then there are borders and border crossings (multiple).
This is a lot more complex than a key under the mat or in a coffee tin
in a neighbor's garage.
In such a case the number of keepers and holders of keys over time
is so unwieldy that the only good answer lacking magic is to say no.
