And would a modern GPS map device running at the
time the pilot navigated the ill mapped channels be
equivalent to shoulder surfacing and reading the keys
typed or dialed to unlock something.    A couple portable
GPS devices sub $200 would do the trick and only require
a modest number of trips to validate good map data.

So add key management to the list.
