I guess you are right.

Consider educational that material purports to teach users that scammers 
will lie about their identity (/Hansel and Gretal/, Grimms' Fairy Tales, 
1812). Despite this material being very well distributed for well over 
200-years, some people are still being fooled by scammers who lie about 
their identity.

Clearly user education is pointless.
