Any war involves infosec failure on a grand scale.  Ask any veteran "so how
did comms between different groups/branches/country's forces go in $campaign"
and they'll just roll their eyes and tell you about ad hoc solutions duct-
taped together in the field because the supposed-to-do-the-job stuff didn't.

In the Russian case it's made even worse by endemic corruption where most of
the money meant for the ERA work would have gone into assorted oligarch's
pockets.  Napoleon may have lost to General Winter but Putin lost to General
Corruption.
