There are a number of distributed operating system projects to research.
 Plan-9 comes to mind.
A containerized OS could serve web content locally (127.0.0.123). Qemu?

The notion of an OS begins to address access, credentials and more.
The web port 80 and 443 services seem too promiscuous by design.
Local sockets with TTL too short to route might allow a browser interface.
