Define capitalize, because if you mean what the word means, to earn
money from it, via patent or other means, there are decades that show
that patents and licensed cryptography will not be addopted, so don't..

See RSA, ECC, Schnorr signatures and more whose adaoption was delayed
until the patents on them expired.

Now if you just mean to get it adopted, that is another story, and one
I cannot answer.
