I am unable to understand what these buzzwords might mean
in this context.

Right now several peer wallets are hitting my disks.  Most of
them are running at close to their transaction per second
limit, and they don't seem to be stressing my network or my
disks at all, let alone being "disk throughput bound"

Obviously no existing, proposed, or imagined consensus
algorithm can approach disk throughput limits on its rate
of transactions per second.
