Run a proxy on a $4/mo VPS with a fixed address, and set something up
so your machine connects to the VPS on another port so it can provide
content to your VPS.  Or just run the web server on the VPS.  They're
good at it.

While there are ways to rapidly change the IP where a domain name
points, that's known as "fast flux" and is an excellent way to get
your name blacklisted because everyone else who does that is serving
up phishes and malware.
