Sat phones can typically locate someone within 10km or so, which can
be very useful, but, just from the signal received in orbit, they are
not going to give you an accurate enough location to take someone out
with a missile. However, some are equipped with GPS, you could always
send a drone over looking to locate the sat phone more precisely, or
there might be few places within the area of uncertainty that a person
could be living.
