Another view is that audit is all  that is necessary.
Ignore crypto and just feed data in to mapping software.

Nothing prevents removing or defacing signs today.   Some
would assert that speed traps hide or change signs today.

Recording and logging by citizens and authorities with
the same technology that Ford has (plus data retention
and communication) solves the invisible sign problem.  It illuminates
ill marked transitions from one zone to another.   It notifies
authorities of defacement removal or whatever.

FWIW my GPS has speed limit knowledge now.
