It's easy to construct a story.  It's also easy to lie.  And it;s 
inevitable that they go off the rails if there is no control.

So where to draw the line?  Where is the place they must not go?

If that isn't clear then it's all over.  The line must be observable, 
measurable and hard.

Ideas?
