Interesting... I wonder about patent applications as well as trade secrets.
Oh and "secrecy letters" by a TLA where a member of a TLA has failed
to get documented permission to release.

This is not to say that anything backdoorish was inserted or involved simply
a need to cross some Ts and dot some Is
