Back in the 90s, a friend of mine was doing development work in Ethiopia,
and the phone company told him to stop making calls in Dutch;
he should stick to languages that the police can understand.
I offered to teach him PGP, but he said that would just give the police
an excuse to confiscate his computer so he'd rather risk plaintext email.
