NEMA rotor machine offered again on ebay

Last time such a machine appeared, some people reported that ebay 
blocked their access to the listing.  That included one person in the 
U.S.

The ebay records indicate that this machine is being offered by the same
party who sold the last one (#2199580460).  That one went for US$ 3605.
