[Cryptography] creating test vectors

What are the best practices when inventors of cryptographic algorithms and 
protocols create test vectors for them? Here are Blowfish test vectors:

The top says they're taken from DES validation tests.

I'm currently making test vectors for Kaftor (I replaced both mix3 and jumble, 
and now the heat maps look good), using all zeros, all 255s, and strings in 
English, Greek, and Russian. A new string is "Ἐδάκρυσεν ὁ Ἰησοῦς.", which is 
39 bytes long, which consumes 96 bytes of scheduled key. I have some 96-byte 
keys which differ in the last byte, which will result in only a few bytes 
different in the ciphertext.
