Sadly, no, it's simpler than that.
The current Trump Administration's OPSEC (and to some extent their 
previous time as well, and also the Bush/Cheney Admin)
has a policy of avoiding record keeping requirements for meetings that 
should be subject to them and to FOIA, and they've issued guidance and 
training this round on using Signal as a better alternative than just
non-government emails and unencrypted cell phone chat.
