The reason is coalitions are involved.  With unserious people
often  lacking  scruples the net result is something that  looks chaotic
and foolish.
A three ring circus at first looks chaotic but with a  good "ring master"
entertaining. The  man with the top hat is the announcer
not always the ring master.

Conspiracy theories often fill voids of knowledge.
