This is actually a Really Good Idea, and one way to lay the groundwork for for something like this is to publish a comprehensive paper laying out the issues you describe in this post, and sending copies via registered mail to the CEOs of major tech companies to deny them plausible deniability that they were simply unaware of the issues.
