[Cryptography] PQC for laypeople

Over the last few years quantum cryptanalysis and post-quantum cryptography
(PQC) has been receiving a lot of attention.  Unfortunately the technical
details can be quite confusing to laypeople.  To help clarify things, I've
recently written a short paper that explains it in terms that should be
understandable to anyone:
