[Cryptography] Passwords (Smallest feasible work factor today?)

I mentioned a paper about characteristics of passwords for authentication that made them hard to replace, but couldn't recall the link.  I've been asked whether I could find it.  I'm not absolutely sure, but this appears to be an extended version of the paper I read:
