In this interview with Signal's interim CEO Meredith Whittaker, she talks
about why they're taking SMS out of the Android Signal app.

As someone else suspected, RCS is a large part of it.  Apparently
it's hard to make RCS work reliably since there is no common API.
Also expensive accidental SMS in "disinvested" countries, and user
confusion between secure Signal and plain text SMS messages.
