There is a dedicated page on NIST website to submit new modes:

https://csrc.nist.gov/projects/block-cipher-techniques/bcm/modes-develoment

If your mode is applicable to AES and is significantly better than « approved » modes, your submission is likely to be taken into account but be patient, NIST does not move fast for such things and there are two competitions going on.

To be successful you will need security analysis, preferably by a third party academic.
