Just FYI, the mutt MUA makes use of that encoding if one deletes an attachment/part:

  Content-Type: message/external-body; access-type=x-mutt-deleted;

  Content-Type: text/html; charset="UTF-8"
  Content-Transfer-Encoding: quoted-printable
