They did not decrypt the phone calls.  The JIT wrote this earler in
their witness appeal:

| In addition to regular telephones, DPR-members used secure means of
| communication. A number of these seem to be provided by the Russian
| Federation and, moreover, used by Russian top officials in their
| contact with the fighters.
