Based on the local utility page (http://www.hydroone.com/MyHome/MyAccount/ConditionsofService/Pages/default.aspx):

 	"Please note that some of our meters have the functionality to
 	be remotely operated and be disconnected or reconnected without
 	an in-person visit to your property."
