Oh, of course.  "Never mind."

But even a plain split would be awfully disruptive.  For extra fun
imagine that the GFoC allows some transactions into China but nothing
out, so you end up with two blockchains with somewhat overlapping
contents.  Hard to see how you could ever put that back together
again.
