Depends on which country.  Not sure about up to the minute, but it was 
the law in Austria that every household had to have a radio, nominally 
to hear emergency broadcasts.  The law dates back to Anschluss, and was 
thought to be required so that everyone could hear Hitler's speeches in 
the comfort of own home.

The law was still in use because of radio/TV licensing.  You weren't 
allowed to claim you didn't have a radio, so you had to be licensed....  
They had dropped the law in Germany, but they had their own issues to 
deal with ...

Of course, all countries are a bit different, but radio isn't 
necessarily a logical or sensible regulatory environment.  Like Ham 
radio operators yelling at you if you start using crypto...
