It was not the FBI, it was the DEA and the IRS.  The NPR episode aired
recently, but it was a re-broadcast of a 2012 episode of Planet Money:

So, yeah, we need to start thinking about the capability of any
government agency to go undercover, not just the FBI/CIA.
