Fill should probably be on the bottom of the application layer. This works
because that way all other layers are the same (including the mandatory
crypto). You need a filler-stream to (optionally) insert information into.
You do not want to trust the network (nor even Bob), so you need to be
somewhat intelligent about managing which open filled-connections you hold
- lest you leak information by opening connections. An
onion-routing-mesh-network seems like a way to deal with this, but
efficiency is an everlasting issue.
