[Cryptography] Super-computer project wanted

Marc Stevens (https://marc-stevens.nl/research/, CWI, Amsterdam, NL) is 
working on SHA-1 collisions. He has yet to generate one, but as I 
understand it, the only thing lacking right now is enough computing power.

Generating such a collision is significant from a practitioner viewpoint. 
Without a concrete example, tales of weaknesses in SHA-1 will be brushed 
off as 'merely theoretical'. The hashclash project 
(https://www.win.tue.nl/hashclash/), for example, was instrumental in 
convincing people to stop using MD5. Incidentally, Marc was involved in 
that project as well.
