[Cryptography] Is it mathematically provably impossible to construct a mechanism to test for back doors in programs?

The people in power in Brazil right now are murderers themselves and they wanted to install a bloody dictatorship in Brazil too, just not the dictatorship flavor that existed at the time.

It is interesting to note that as long as they kept "democracy", Brazilians kept voting for them to stay in power. But as they move more in the direction they want, which is to impose a Cuban-Venezuelan-style government, people start to revolt.
