There are many facets of security only
one of which is mail.

What extensions and changes can be made
and tested in the context of this list.

Can the list server be extended to send
messages in three ways: clear, signed, encrypted
to the members of the list.

Can the list server be extended to accept:
clear, signed, encrypted messages from
members of the list.

Can digital signatures including encrypted messages
be used to validate administrative functions including
management of a white list of pre-approved contributors.

Can the list server be established as an authority
for the public keys used by members of the list.

The most valuable end game context for this is
the test foundation for a "corporate" mail server where
a company wants to improve communication security
for companies with far flung offices and sites.

One interesting side effect of mailing list encryption
is increasing the noise to signal ratio for messages
in general.  Today most are not encoded....
