They are supposed to be chosen at random, probably 16 bits of entropy in 
each one.  For our lowsec civilian purposes, they're almost good enough 
to feed them into our RNGs.
Only issue is the supply is a bit slow, but at least we claw back some 
of those taxpayer dollars...
