There's fairly detailed performance data for Linux FreeS/WAN IPsec
http://www.freeswan.org/freeswan_trees/freeswan-2.02/doc/performance.html
It's around 50 M bit/second on a GHz machine with 3DES. You can
roughly double that with AES.
