NSA tapping undersea fibers?

This is a bit off topic but,

Don't assume that the tap takes place in a vacuum. A tap could take place
with known individuals at the controls, during certain weather or other
"conditions" or even during a legitimate repair job. Plus they could have
some "black bag magic" silencing the alarms, or providing other "support."
Think of it as both a physical hack and a finesse hack all worked out and
timed together.

In my view, it would neat if they had the physics to do this completely
invisibly, but what they are probably doing is either masking the hiccup
with "black bag magic" or just making sure that it looks like a normal
hiccup.

In a prev. century the British Gov. intercepted and decoded every message
that went through their wires. This delayed every message and ate up a huge
amount of human resources. They also boldly insisted they would never do
such "snooping." That was in the 1880's, imagine what steps Gov's would take
today.
