That should be easily doable e.g. via 5-channel paper tapes, which 
around 1960s were widely
used in computer processing: Have your OTP and plaintext both be punched 
on tapes, constuct
a simple mechanical device to read in the 2 tapes and do the xoring and 
let the result be printed
out.
